You want to find some sort of mid-point between these two, letting the destroyers get closer so not just the ships with fast shells but everyone has an easy time hitting them when detected, but also giving yourself enough time to sink all the destroyers before their torpedoes load. On the other hand, you want to optimally sink all the destroyers before their torpedoes can finish loading and this is a reason to do the opposite, you want to radar as soon as possible. There are two factors involved in when you want to radar, how close the destroyers are when you radar, and how much time you want to give yourself between the time you radar and when their torpedoes load. The sooner you radar the destroyers, the sooner they try to turn around and run away so the longer you wait to radar, the closer they are, and the easier to kill, thus with this reasoning, you want to wait longer to radar. It might seems as simple as that but there is a reason why we would do the first radar at 19:35. If so your radar ships may 'just' have to activate their radars 4-6 seconds earlier? If the developers were going for historical accuracy, then allowing Soviet cruisers doesn't make sense. The USSR, however, did not declare war on Japan until 1945. The operation is played from the American perspective, and both Britain and Free France were allied with America against the Japanese, so their inclusion makes some sense.
